Constitution and liberal democracy

cular kotarski 7 4Zagreb, 9th April 2015 – At the study organized by IEC and the Academy, and supported by the Dutch liberal party D66, last Tuesday professors Goran Čular and Kristijan Kotarski held their lectures.

The first lecture of Goran Čular from the Faculty of Political Science in Zagreb, within the course "Political system of Croatia" was more than great. Eventhough participants have the high knowledge about institutions and their mutual relations, the professor structured his course in a way to provide a deeper insight into the political system and processes through five interesting topics. The first topic about the relation of constitutionality and policy aroused great interest of the participants, because it is dealing with one of the greatest achievements of liberalism - liberal democracy and the role of the constitution in it.

Also, the topic was popular given the current referendum initiatives that have recently become a popular way to attempt making political decisions without representative institutions. That, in a special way, opened a question of the constitutionality and the policy, which forces us to consider the extent to which the constitution can structure a political process, and to what extent the political process can alter the constitutional framework.

In the second part of the meeting Kristijan Kotarski on his third lecture within the course "Economic Policy" approached the participants basic settings of monetary policy and two theoretical approaches in explaining the movement of money; conventional and endogenous. Professor has focused especially on the analysis of the financial crisis and the logic behind the decision of banks and business actors and processes, which lead to the creation of financial bubbles and the inevitable result of the economic crisis. In this regard a discussion was developed, because the students were interested what are the roles and capabilities of central banks in preventive action on the causes of the crisis.
