About public policy of inclusion and the process of policy-making

Zagreb, 8th May 2015 – Besides lectures about the process of public policy at the study of the Academy and IEC under the auspices of the Dutch Liberal Party D66, a lecture about public policy of inclusion was held.
Sanja Horvatić, PhD of prevention science and disability studies at the University of Zagreb, explained to our students that Croatia has developed a policy of inclusion. Not even for one of the stages, said Horvatić, from setting policy on the agenda, the formulation of the same, legitimacy and creating resources for its implementation, evaluation and search for new and better solutions to existing problems faced by people with disabilities, can not be said to be complete.
Also, Horvatić pointed out that participants of the study are present or future holders of political power. Therefore exploring the meaning, guidelines and resources required for the implementation of inclusion in education, employment and daily life is significant for the development of the same in the society.
With this lecture participants have gained competencies that will enable them basic understanding of adoption and implementation of the necessary measures at national and regional / local level to systematically improve the quality of life of people with disabilities and fulfillment of their human rights.
Ana Petek in her lecture talked about the process of policy-making, in which she explained the formal phase of the process, which consists of the agenda, formulation, decision-making, implementation and evaluation. As professor pointed, at every stage of the process different numbers of actors who have different importance are involved.
The debate highlighted the conclusion that there is a significant departure of phase model of the policy-making from the practice, which is also the largest criticism of the theoretical model.
